I don't believe that God ever says, No. I believe, instead, that prayers, if they are not answered (absolutely not answered) it is the fault of the pray-er, that the prayer was not really a prayer. This can be down to a number of things. Either that, or the pray-er doesn't realize the prayer has been answered. It is just that prayer was answered the pray-er wasn't expecting.

God does appear to say no in the Bible. For example, in Deuteronomy 3:25-26 he says no to Moses: "Please let me go over and see the good land beyond the Jordan, that good hill country and Lebanon.’ But the Lord was angry with me because of you and would not listen to me. And the Lord said to me, ‘Enough from you; do not speak to me of this matter again."
